Should be getting a Rivals PS3 build next week. It came from a full devkit so it should be filled with developer menu's. The date seems to be after the game was released so i bet it was a DLC build (builds with WIP DLC, i own a Burnout Paradise build that's like that)
I'll first downgrade my system though.

I know that there is hidden vehicle debug selection menu into EasyDrive menu... Can't activate them, though

there isn't just a vehicle menu, there's also a menu for spawning AI, teleport to a certain location, Road debugger etc... NFS14.exe is riddled with debug strings.

There's an odd sign on Interstate 4. If you go to the end of the highway on the wrong side of the road, there's a sign that says "Milwaukee Avenue". No location by that name exists in the game. It's on the road leaving the map, so, are there any "Milwaukee Avenues" in other games?

Not sure if anyone here has seen it, or pointed it out, but in an interview (not sure about the magazine name and whether they revealed it elsewhere), when asked about tuning, the devs replied with "yes, racers will be able to do pretty much anything to their car". So, I assume tuning as we know it in NFS 2015 was maybe planned for Rivals, but not implemented for whatever reason.

Pretty sure I heard something similar to this about body kits on some cars prior to release. I'd check up on this just in case.

I was watching a few of ST1's videos on canceled games (S/S 2 , Blur 2 , and F&F game) when I stumbled across a video which showed gameplay from an early build of Rivals, which I can give the channel link to to those who may not know of the videos already. In one of them, I heard a different version of the hideout theme which I uploaded to youtube myself. Due to there being little info on early Rivals builds, I doubt many people have heard this early version of the theme.
Sorry if some of you have already heard it, just thought it'd be decent enough to share.

Also, looked at a video for a Rivals build and found that "Overdose" by Little Daylight was cut from the final version. The song is not mentioned in credits.
Here is the video, starts at 5:33 mark
