Ok, massive dump by me relating to early builds of the game. The demos of the PSX version seem to be different. Here they are:
Things I noticed: 1: The El Nino looks different in this build. It has square taillights, and other minor differences 2: The police setup is different. The default Empire City police car is the Crown Vic, and the Eagle Talon was the Default for Atlantica and Aquatica There's probably more that I'm forgetting. I can't wait to see your opinions on this.

Another thing I've noticed; right from the thumbnail you can see that the Corvette color was supposed to have the 'Navy Blue' instead of the 'Nassau Blue' in the final version.

Still don't know, why i gonna into credits menu, BUT look what i find:
Nintendo 64? Cancelled port?
A early game cover and other stuff (Tachometer?).
These arts are exactly from Motor City Online! NFS III released in 1998, MCO - 2001. Also, there some guy arts...

Nintendo 64? Cancelled port? VEG never fails to deliver. (this game wasn't really cancelled, it just became a completely different game, which is Beetle Adventure Racing)

Looks like Eagle Talon was supposed to be an interceptor just like police versions of Corvette and Diablo SV in final version are. It also looks like there were no car manufacturer restrictions for Hot Pursuit mode, as we can see Ferrari 550 Maranello escaping from police here. I remember that Eagle Talon appear in PS1 version.
