This is my guess but that "speedway" is just a reference to the highway in Palmont.
I believe that there is a race type speedway in the game files

There could have been a scrapped idea like having an actual circuit and speedway for URL races like in ug2. I mean, there's a Palmont motor inn (main menu area), which sounds like a club hangout spot. So maybe there were supposed to be URL-like races in Carbon.

Anyone thought that the sign is just an advertisment for the Palmont Motor Speedway and the track doesn't have to be really used or existent in the game...I believe it is a reference to the muscle cars flair in the game too for a nascar race track.
the alternate idea is the drift tracks are off the motor speedway complex...means the speedway is used in the game more or less.

Yes, it is labled in the game files as "ADS_FAKE....." so we could say that. But there was supposeto be a racetrack in the game, I see that with an advertisement there also could have been a speedway (NASCAR oval track) in the game, or planned to be in the game at some point.

The circut is cofirmed, theres a layout of it in the PS2 demo. It's just a map part there are no textures.

The second one is probably a circut racetrack, if I remember correctly, it seemed like an oval with tracks in between. So that could have been the speedway with a circut in the middle. This may confirm URL races or some form of circut racing. Maybe even just track practice. Who knows?

On the topic of beta's, Speedy did do a video on some small track that was planned, but deleted in the end, it only had a map.

But, the URL/Circuit version of the track is just an idea that, like I said, never came to fruition. But, going off topic for just a little bit, it turns out the unfinished duplicate of Lookout Point is actually the canyon route we see in the E3/TV trailer. It's just it was removed. So, likewise, the URL/Circuit version of the track was removed. So, only the drift course remains. I mean the other (the upper north and going right ) Pause it at 1.10. And I'm sure this is what you mean, JakeMR2
