Actually the map looks "free-roamble" because (how do I say this) the tracks exist in a bigger map or something. Different tracks share the same background, share a consistency and are in an already existing map, which means less pain in the development compartment. Lots of track-based racing games do this, examples off the top of my head are NFS HP 2 and Burnout Revenge.

Underground never was supposed to have open world. Hot Pursuit 2 uses the exact same system. And just as Blackweed said, it would have been more easy to put everything on one map but just lock stuff off. Actually, UG2 was also supposed to be just tracks. The only reason why UG2 was open world because people critized UG1's repepitive tracks.

Imo the UG map is a little bit too small for free-roam. Would've been unnecessary anyways

Probably, but given the nature of the game, I just can't picture anything in my head that would make FR a thrill.

Free roam is truly a waste of space in a few games, like True Crime Streets of LA and Getaway, these game can do just fine without free roam, but it still adds to the experience.

Olympic city is much smaller than Bayview. Exclude the reverse tracks and you are just racing on a dozen tracks throughout the game. Even mobile phone games sometimes have more content than that.
