Only a guess, but it might be a fake illusion of Palmont. BUT if we consider both the real location of San Juan and the location where the game tells us it is, both make no sense. The city seems to be to the north-west. Also we see the sea but not the islands. I assume the developers didn't really pay attention to world details if this was supposed to be a palmont backround. But if not, what might this be? Also sorry if this was discussed before, but i tried google and mystery city is the only thing that comes up, this also isn't covered in any YouTube video I have seen.. edit: Just realized this can also be seen from an edge of san juans map, but damn it looks weird, as if the city is located even higher than san juan. Also if we look to the north-west from any of the 3 points where san juan *should* be, palmont is definitely not in that direction.

Major Lazor - I think this calls for your theory of San Juan's location, which is the only thing MW got wrong on his map.

Panorama cities video includes the location of San Juan, but the location of San Juan on MW's map has been contested by many people. It's the only wrong thing on MW's Carbon geographical map, and that's why I asked Laser to post his theory about the location of San Juan.

Nice, given the canyons are mess on the map. Well, Laser actually believes that San Juan is in South East of Palmont if I remember correctly.
