So i recently found a field in engine nodes named SPEED_LIMITER (using vltedit). It exists also in Carbon. You know what is it, right? It limits speed when you reach high speed(depends on the value). It's an unused thing because there are no cars in the game that haves this field with values other than 0. I think this is an ug2 leftover... but still an interesting thing for me.
Haven't tried to change the values. you can try it if you want.

U had 160 mph on speedo and u can only go 140 mph,that how it work in real life

hmmm it is like cruise control but heres my example. Your car has speed of 60 mph (100 kmh? sorry am from Indonesia and we use kmh instead of mph) then you want to limit to 30 mph? you just put the trigger or button thing that moves the limiter. after done, you just press the gas withput speeding. (sorry for bump this)

There are two speed limiter, the limiter on your cruise control with whuch you can limit the speed dynamically to whatever you set. You can pull the throttle as much as you want but the car won't go over the limited speed and no throttle unless you fully pull the pedal.
The other speed limiter is an electronical safety limiter that locks the throttle of the car at a certain high speed every car has, you no more can accelerate further, only keep the speed or slow down
