So, some of you may know that some vehicles got cut from NFS: Underground and UG 2, such as the Mini Cooper (S?) from Underground, and the Honda / Acura NSX from Underground 2. My theory, however, may be a little different. Let's observe them first: Have you noticed that both vehicles have differently-colored roofs? Changing the second (roof) color may have not been possible in the games, code-speaking, as you can only change the primary color of the car.
However, a decal might have also been planned to serve as the roof texturing. Also, later-model (late 2001 - 2005) NSXs did not have black greenhouses.

i did notice the roof has different color but some of the cars do have single primary color. you may be able to change secondary parts such as bumpers, mirrors but wasnt planned to do so. in the other hand prostreet and undercover has ability to change colors of secondary parts. mini cooper sounds a bit girly if it was on underground, and scrapped, while nsx was actually unfinished. p.s. that post gave me blindness

The NSX, for me at least, just wouldn't fit with UG. It's more of an exotic car than a tuner.

Also, the Mustang is different, as it's a muscle car, and so are the SUVs. I think EA wanted to go for more variety beyond tuners aside from SUVs and muscle cars, but the NSX would've been unfairly fast for the game.

You realize they could've easily slapped a texture on the roof and called it a day, right? They did the same thing for the 240SX a-pillars and could easilly do that for the roof's of these cars.

I don't see any reason why it would be unfairly fast, considering the freaking Corolla is overall the best car, surpassing far more capable tuners like Evo 8, R34 GTR, Supra, RX-7. You'd expect the Corolla to be much slower than those cars, even when tuned, but apparently that's not the case here. The NSX wouldn't have an impact on devs' decision, I suppose.

I largly believe the reason for the NSX abscence is either due to time contransts or due to it being... Quite high performance compared to other vehicles in Underground, which would make it a little too overpowered/or unrealistic, when upgraded. As for the Cooper, as it was cut again in Pro Street I believe it was due to licencing alone as Cooper don't appear in many other racing games (that allow heavy vehicle modification) regardless.

However, the Cooper's roof and the NSX's entire greenhouse are in a completely different color. The 240SX, however, has the same colored roof as the rest of the car, except for the pillars. If they were to make the Cooper / NSX in just one color, they would've ruined the realism.

I'm pretty sure the bigger reason why NSX wouldn't fit is where its engine is placed.

Color doesn't mean anything. They can just slap a white square on one of the textures, map that on the roof, and called it a day. Or, they can just do what they did with the Corolla and removed any secondary color. To say that this was beyond the capabilities of the game or the developers is ridiculous.

Here's what I think happened.
Mini Cooper:
BMW (who owns Mini), allowed their cars to be in the game, but didn't want their cars to be heavily customized. Since NFSU was heavy-set on customization, it would be unfair that the Mini couldn't be customized like the other cars. I believe this was the same reason why it was cut in Midnight Club 3.
NSX:
Either developmental issues or time constraints. It would've been the only mid-engine car in the game, as all the others are front-engined. The engine is placed behind the seats, the "hood" holds the fluid reservoirs and a trunk is placed behind the engine. The modifications wouldn't work on mid-engine cars. The split hood/hoods would just show off the the fluid reservoirs, the engine cover would need to open, which would be the rear window, not a typical hoods like the other cars. The engine neon would have to be placed under the cover, unless if BB wants to show off the spare tire.

NSX:
integradc5, remember we Skype called about Honda and BMW? Well, Honda America tolerates street racing with no cops, which is why there are no Hondas in the EU/JP versions of UG2 and Hondas are removed in the PAL version of Fast and Furious. I guess EA had no EU alternative for the NSX, so they got rid of it.

Still, Acura is a part of Honda, so... If the Civic and RSX are in the game, then why not the NSX? I don't see how licensing issues would be a problem. For the EU and JP releases, they could easily remove it, maybe put the MR2?

Even the aftermarket wheels were just manufacturer wheels. In Pro Street released in November of that year, the game featured BMW vehicles, which could be customized to a better extent. I guess this agreement ended in 2007, since BMW vehicles could be customized more in NFS AFAIK.
