empty your mind and read this thread from start to finish. if later findings conflict with findings found before then assume that the latest post is correct.

Differences
Alpha has fog but you can see that the bridge has alpha issues on the "railings" at the side so that may be the reason why it was removed
ALpha Appears to have specular maps (control what kind and colour of light reflected... nfs mw had these but NFS:MW was shit at lights)
Alpha appears to have dynamic shadow casting ( i.imgur.com/d5EgxZl.jpg ) (the back of the viper)
beta seems to have dynamic lights on the headlights (release has some "fake" dynamic lights)
Race barriers colour has changed from orange then aqua and then violet in final.( i have noticed that orange and blue trackbarriers drag alot of attention off the road compared to purple.. possible reason for cut?)
minimap shows all secret paths
minimap dots dont go all the way around

the rpm bar does not have an "arror"

The crew logo appears in one of the "AV WAR" videos and in the game files
Black Hearts logo was scrapped because its visually representing a skull which would upset younger players(even though it was rated 12+ in the uk atleast)

A police helicopter that apparently fired vehicle EMP disablers. It was supposed to join Police Pursuits in the game at Heat Level 3
Race/freeroam
Drift races featured ai along with the player . Much like drift in nfs u2
Rain during drift races
Traffic in Canyon Duel and Race maps.
A flag girl (the girl in cut scenes before a race who flags the start) for Tuner races (only muscle and exotic flag girls in the game)
the San Juan district as a fully-explorable starting area prior to Palmont, complete with Police AI. Apparently cut due to complexity and size...
The ability to get more than a 20x bonus multiplier on Drift races.
San juan used to have more than 1 pursuit breaker
Cars and modifications
The ability to adjust the Pitch of your car's suspension, making it slant downwards
The 1964 Chevrolet Impala was going to be in the game
The Cadillac CTS, Volkswagon Golf Gti, Mazda 3, Porche 911 carrera S, audi A4 3.2 FSI Quattro and the porche 911 turbo S(996) were cut.(files still exist ingame)
(the models work fine except no wheel positions.)
Your Crew
A fourth type of crew member: a "Persuader", who could cause traffic to block the player's opponents
!Scouts must of been added towards final when secret routes were removed from minimap!

its used in the ps2 demo as a scrolling background as the whole drive safely stuff is shown.
